How to price a member.
This is the internal handbook for the Black Shares Index. Every member earns a price the
same way: scored on five pillars, each worth up to 20 Black Shares, straight from the public record —
what they authored, cosponsored, and voted for. No opinion. No fakery. Just the votes.
The scale
For each pillar, assign one mark based on the member's record on that pillar's tracked
legislation. Five marks, summed, make a price out of 100.

Champion
Authored or lead-sponsored the key bill; led the fight.
15
Strong
Cosponsored and voted yes on the key bills.
10
Mixed
Some yes votes; no leadership, or a mixed record.
5
Weak
Mostly absent or opposed; rare support.
0
Divest
Voted no, blocked, or backed opposing bills.

Score each pillar against these real bills (119th Congress). Pull the member's record on
Congress.gov or GovTrack and match it to the scale above.

Black wealth creation
American Opportunity Accounts Act ("baby bonds") and wealth-gap / tax-equity measures.
Look for: sponsorship or cosponsorship, and votes on bills that build assets and close the racial wealth gap.
CHAMPION = authored/lead-sponsored baby bonds. DIVEST = voted against or blocked wealth-building measures.

Homeownership & land ownership
Downpayment Toward Equity Act; fair-housing, appraisal-bias, and heirs'-property protections.
Look for: leadership or votes expanding Black homeownership and protecting Black-owned land.
CHAMPION = led housing-equity legislation. DIVEST = opposed fair-housing enforcement.

Small business capital
CDFI funding, federal contract set-asides, and fair-lending (ECOA) enforcement for Black entrepreneurs.
Look for: appropriations and bills expanding lending, contracts, and capital access.
CHAMPION = championed minority-business capital. DIVEST = cut CDFI / minority-business programs.

Education & trade pipelines
HBCU funding — the FUTURE Act (enacted) and the
IGNITE HBCU Excellence Act; apprenticeships and student-debt relief.
Look for: HBCU appropriations, sponsorship, and votes on education and trades access.
CHAMPION = led HBCU / trades investment. DIVEST = voted to cut HBCU or aid funding.

Criminal justice & civil rights
George Floyd Justice in Policing Act (H.R. 5361),
John R. Lewis Voting Rights Advancement Act
(H.R. 14 / S. 2523), the CROWN Act, and the enacted
Emmett Till Antilynching Act.
Look for: sponsorship and floor votes on policing reform, voting rights, and civil-rights protections.
CHAMPION = authored/lead-sponsored these bills. DIVEST = voted to block voting rights or policing reform.
Score a member
Set a mark on each pillar and the price builds live — exactly as the Exchange computes it.
The endorsement line is 75 Black Shares (Outperform) once all five pillars are scored.
Publish it to the board
- Open the member's record on Congress.gov or GovTrack. Verify the name/seat on Ballotpedia if needed.
- For each of the five pillars, check sponsorship, cosponsorship, and floor votes on the tracked bills, and assign a mark using the scale above.
- On The Exchange, make sure Preview Mode is off, find the member's seat (the roster auto-syncs their name), and click it.
- Enter the five marks in the seat's drawer — the price and rating update live.
- Click Export ratings to save your scored file. That file is your published dataset; Import ratings loads it back anytime so work is never lost.
- Members at 75+ Black Shares, fully scored, become endorsement-eligible — the top of the board is the endorsement list.
